The Ministry of Education New Southbound Policy – People-oriented and Virtual Dialogue

Students from Southeast Asia and South Asia countries including children from Taiwan new immigrants have been the main source of our student recruitment and marketing. Besides being our neighboring countries, these countries are showing rapid economic and social progressive in recent years. With this in mind, Taiwan has launched the New Southbound Policy to deepen the culture of politics and economics and a two-way communication and cooperation in education. Thus, to implement the government New Southbound Policy of people-oriented, two-way dialogue and mutual resource sharing, the Ministry of Education, while optimizing the current relevant policies and measures, also plan a series of innovative strategies for excellence, that local colleges and universities open up educational communication with ASEAN and South Asia countries, to deepen interaction and strategic alliances. We aim to achieve our vision of mutual beneficial in fostering talents and cooperation in regional economic development.

I. New Immigrants’ Children

(i) Organizing language competition and related activities for 300 children of new immigrants, encouraging them to learn and strengthen the languages of ASEAN nd South Asia countries. Sponsoring 30 children of the new immigrants to seek root in their mother native countries, thus strengthening learning ability of their mothers’ languages and cultures. Selecting and subsidizing 36 children of new immigrants for overseas working experiences during the school vacation; and learning in their mothers’ native countries to enhance knowledge and skills in international working environment, thus elevating employment competitiveness and development in education.

(ii) In conjunction with Taiwan 12-year basic education curriculum guidelines, MOE providing language learning for new immigrants’ children in elementary and junior high schools. MOE also promote pilot program for four vocational institutions to have inter-schools cultural exchange in ASEAN and South Asia countries.

II. Young Adult Development

Conducting courses to elevate young adults’ interest and willingness to go to South East Asia and South Asia countries for cultural exchange and development. The training is also to let young adults discover their worthiness in international environment and building up multiple learning channels, thus emerging design talents in exchange and integration at home and abroad. Thus to develop young adults’ southbound innovation and entrepreneurship trends in colleges and schools, the Ministry organizes creative design competition to encourage the students - voluntarily to seek working overseas, thus to enhance the youths international participation and communication skills. As from 2017 to 2019, it is aimed to have 12,651 youths to participate in the career development programs.

III. Production Learning Links

Offering subsides in e-commerce, health and medical industry, information engineering, traditional industries and other selected fields, and encourage the students to participate in the internship training programs with Taiwan enterprises and multinational enterprises in ASEAN and India. The aim of organizing foreign students production and cooperation special study course is to give foreign students internship opportunities and attract them to study in Taiwan. The Ministry of Education has subsidized technical colleges according to industrial demand to conduct ASEAN and South Asia Professional Technical Training for Teachers, and Foreign Technical Training Course for Students. These short-term intensive training aims to produce much-needed technical teachers and talents within a year.

IV. Teachers and Student Exchange Program

Subsidizing local professors and students to pursue overseas researches and promote academic cooperation among Taiwan, ASEAN and India. Also to conduct South East Asia and South Asia languages and industrial credit curricula, corporate elite intensive training courses on international economic and trade to foster talents with professional competence pioneering in ASEAN and South Asia.

V.Platform for Communication

To establish bilateral exchange platform with prestigious universities or respective cultural and educational institutions in ASEAN region and South Asia to promote Taiwan Connection, and to support the vocational institutions in ASEAN region and South Asia to establish international alliance organization aiming to develop pluralistic cooperation and more substantive cooperation programs.

VI.Two-way Talents Cultivation

(i) Integration and expansion of educational scholarships, namely Chinese Language Scholarship, Excellence & Elite Scholarship and Overseas Chinese Students Scholarship. MOE to subsidize promising overseas foreign students to purse in degree-bearing study in Taiwan colleges and universities, Short-term research scholarship, Bilateral Official Scholarship, Southern Sunshine Scholarship, Taiwan Experience Education Program (TEEP) Scholarship, to attract outstanding young adults to study in Taiwan and to assist them in getting employment after completion of their studies. In 2016, MOE has offered 97 Taiwan Scholarship to students from ASEAN and India region. In 2017 the scholarship has increased to 182 including giving credit grants to 700 overseas foreign students of low-income families to pursue studies in Taiwan. In future, scholarship will gradually increase by another 20 percent and by 2019, it will benefit 58,000 students.

(ii)In 2016, the Public Grant Entrance Examination includes New Southbound Scholarships for ten promising local students to pursue overseas studies in the specific areas of southbound countries. In addition, the ASEAN and South Asia Study Abroad Scheme also offer 200 scholarships for students to receive professional knowledge and practical experience of local languages, tradition and culture overseas.

VII. Digital learning

In response to Taiwan entrepreneurs demand for ASEAN and South Asia talents, priority is set for overseas Chinese students and foreign student to pursue further learning to gain practical skills. And taking the advantage of available digital resources in Taiwan, to conduct related specific courses. In the first year, it is planned to conduct 10 to 15 Digital Learning courses according to requirement of respective countries.

VIII.Lifelong Learning

Through actively participate in various yearly international activities and science exhibition with Taiwan National Science Museum, to expand the establishment of research cooperation and exchange with ASEAN and South Asia countries. In a way to publicize the science education and international exchange programs at the National Science Museum and to ttract foreign students to participate in related researches, internships and battalion courses.

The above is MOE New Southbound educational policy in cultivating talents and promoting the strategy of educational exchange and bilateral cooperation with ASEAN and South Asia countries. Looking forward to cooperation with colleges, universities, junior high school and elementary schools to develop innovative and beneficial programs, to promote mutual education exchange and economic development to target the win-win goals.

In order to expand the promotion of international exchanges and internationalization measures, President Tsai Ing-wen officially announced the new southward policy at the beginning of this year, emphasizing the need to strengthen economic, educational and cultural exchanges. The population of India is 1.32 billion. Naturally, it should be the focus of China's active promotion of cooperation. In particular, in the past few decades, reforms and education standards have improved a lot, the average national income has gradually increased, and science and technology have progressed rapidly. Especially in the religious culture, it has been highly praised by all countries in the world. In particular, it is the birthplace of Buddhism. Being able to go to the pilgrimage, to learn Buddhism and to look at the liberation, enlightenment and evangelism of the Shakyamuni Buddha.

India’s education penetration rate has increased from 12% in 1947 to 74% in 2011. However, it is still inferior to other countries, and according to the Supreme Court of the country, The education system cannot achieve the goal of educating the humanities and must be reformed immediately. A lot of scholars have pointed out that humanistic attitudes must be reformed in order to meet the expectations of society. In February of this year, I was fortunate to be invited to participate in the Human Value in Higher Education International Seminar at the Indian Institute of Technology's Survey Department, and share the results of China's promotion of life education. I found that the country's Human Values category is regulated by self-behavior. Interaction, family harmony, harmonious relationship, the establishment of ethics, and the promotion of environmental protection on the earth are roughly consistent with the content of life education in China.

At the seminar in India, many scholars believe that in the development of university education, the cultivation of life education is a very important part of human development. Several universities of science and technology even strongly demand that all students must increase their eight-day period, Life education workshop. Engineering and technology teachers are required to participate in a three-day intensive training and invite experts to share. Due to the consistent concept of teachers, some schools have promoted quite smoothly and the results are good and worth learning. The author believes that it is helpful to change the habits of students and to reverse the social atmosphere.

Life education has always been the focus of Nanhua University. The school not only listed life education as part of the medium and long-term development plan, but also set up a special promotion group, which was divided and coordinated by various departments. Life education must be implemented in terms of promotion. In addition to the formal curriculum, efforts must be made in the informal curriculum or related units. In the formal course, Nanhua University classifies the series of courses of mindful mindfulness, cultivating gratitude for adulthood, and applying professional ethics to professional ethics. It is also a compulsory course with other classics to cultivate the spiritual connotation of students. Service learning is a compulsory course, and the school is also integrated into the activities of life education, including spiritual painting, clean beach, net land and so on. Informal courses are also an important part, including extracurricular activities, sports games, singing competitions, garden g ames, cheerleading, competitions, courtesy sports, dormitory competitions, etc., all covering life education and three good sports: doing Good things, good words, good intentions and promotion.

The shaping of the environment is also a very important part. On the campus, there are slogans full of reminders. At the fixed point, there are also three good lights to build a thought, and to play three good songs at regular intervals, telling and reminding teachers and students of life education and Sanhao movement at any time Identified. The school also promotes the promotion of life education as an important activity for neighbors and neighbors, so that neighboring high school and small and medium-sized students can accept this concept. After several years of promotion, according to the survey, it is found that the development of empathy has increased by 80%, and the emotional distress has also decreased by 60%. As a result of promoting the success of life education, Nanhua University has been awarded as a model university for life education by the Ministry of Education for three consecutive years

The Fo Guang Shan Culture and Education System has been deeply cultivating Sanjiao education all over the world for many years. The location of this establishment is Fo Guang Shan's cultural and educational center in Delhi, India. Over the years, it has made great achievements in promoting Chinese language teaching and life education volunteer service. On the existing basis, coupled with the planning and participation of the team of Nanhua University, I believe that it will soon become a driving force for exchanges between Taiwan and India. The opening of the Life Education Center in India on September 27 this year, especially thanks to the Ministry of Education for its support and support. In addition to promoting life education to India, the Life Education Center will also help promote and promote Taiwan and India. The exchanges and cooperation in cultural education hope to turn this stagnation point into a platform for cooperation between Taiwan-India and become an important promoter of the government' s plan to promote Taiwan's connectivity.

NanHua University aiming to promote internationalization – NanHua walks into the world, and the world walks into NanHua – has fully invested in hiTech Software Solutions and building up friendly campus environment to put full force in recruiting overseas students. To create opportunity for foreign students to study at NanHua; NanHua has also built up a friendly student-care environment, and strengthen the learning of English Language.

In 2016, the Taiwan government officially launched the ‘Southward Policy Scheme’. To comply with the government policy, NanHua University actively actualized the scheme in 2017 and signed sisterhood cooperation with 62 universities in South East Asia and South Asia. Thus, promoting inter-university academic exchange, and organizing related activities to learn in Taiwan and overseas.

For the past three years, NanHua has organized related activities in South East Asia and South Asia, participated by over 145 people. NanHua also coordinated with Fo Guang Shan in organizing Teachers Seminar on Life Education and International Youth Seminar on Life Education, participated by over 2000 people. NanHua, thus receiving project subsidy from the Ministry of Education to carry out recruitment programs in South East Asia and South Asia.

As end of 2018, NanHua has recruited 446 students from the Southward Policy Scheme, of which 231 from Vietnam, 82 Malaysian, 16 Indonesian, 21 Indian, 62 Burmese and 34 from other South Asia countries. NanHua also actively participated in many yearly educational seminars and educational exhibition, namely Taiwan and South Asian Universities Forum, Asia Pacific University Exchange, Fo Guang Shan University President Forum and so forth

Through various participation, NanHua has accomplished the target of southward policy scheme and international academic exchanges.


In 2017, NanHua received fund from the Ministry of Education ‘Taiwan Linkage Project” and established the Life Education Centre in India, in order to promote student recruitment and exchange programs. For the past two years, students from India, Nepal, Sri Lanka and Bangladesh have increased from ten to 100 students. Our special thanks to India-Taiwan Chinese Language Centre, University of Delhi, Kalinga Institute of Industrial Technology, various India governmental departments, Taipei Culture and Economic Centre in Delhi for their support and assistance, that NanHua is able to extend tremendously in our student recruitment programs.

In order to recruit more outstanding students from India for further studies in NanHua, and with the sponsorship from the Ministry of Education Southward Policy Scheme in 2016, NanHua new student recruitment has increased from 12 to 30 students. Also with the Ministry Elite Scholarship Program for South East Asia and South Asia university lecturers to pursue study in MA and pHD in Taiwan, nine lecturers out of the 100 sponsored-place have come to NanHua. In recent years, economic situation in India has improved, more people getting to understand the important of education, and as Taiwan higher education becoming more visible to the India community, thus attracting more outstanding Indian students coming to Taiwan for further students.

I, personally have to extend my profound thanks to Ven. Dr. Chueming, who has wholehearted contributed her time in promoting this project, spending 50 days in India to coordinate with various India universities and arranging many related activities. She also invited local universities staff and students to participate in this program, and especially the Elite Sponsorship program - is a great benefit to NanHua and other local universities to have connection in academic exchanges with India universities. I, hope this small lit will gradually becoming a great torch for Taiwan and India universities academic exchange.

New Southbound Policy to Nurture Talents -A Milestone Continuation for Taiwan-India Cooperation

According to SETiNEWS series ‘Great World’, host by Wang Zhi-yu on 2018.04.30, reported ‘The Rise of An Huge Economy: India’. The New Southbound Policy declared by Taiwan President Tsai Ing-wen, in 2018 specially locked on a particular region, that is - India, and encouraging more Taiwanese businessmen to invest in India. In fact, a common impression of India is - undeveloped, poor, illiterate, disorder or even more negative labels. Nevertheless, India is beginning to appear to the world with a new and brighter look, and creating its positive image of a civilization nation. From various media report emphasizing on India, it is not difficult to understand that India – a country which seems a myth to the world – is blooming and spreading fragrance, and is sniffing out from a crammed society into the contemporary world economy. India is becoming to be a new favorite economic partner to the western world powers and China in economic and trade exchanges.

Swiss renowned academic scholar Hans Rosling, at the age of 24, was an exchange student at the St. Peters Medical College in Bangalore. It was the first time, he realized Asia has the ability to take back the position and dominates the world economy. The growth of world economy since 1858, Hans Rosing predicted the exact timing that India and China would be overtaking the United States. This Europe-India exchange student was very curious about India; he looked at Indians differently and predicted the rise of Asia economies will surpass Europe and the United States, as the shinning India is like a colorful saree, which is so dazzling and eye-catching

As early as in 2003, cover page of The Economic News, showed a bronze complexion, sharp nose Indian man, with headline “The Rise of India”. India seems to have got out from the rubble heap, and the ancient spiritual civilization of the red brick wall, will emergence a corner amongst civilization of the contemporary western science and technology. In 2001, Jim O’Neil, chief economist at Goldman Sachs, first proposed the concept of “BRIC”. In 2003, O’Neil predicted in a research report entitled “Dreams with BRICs” that by 2050, the world economic structure will be reshuffled, and the “BRIC” will surpass Britain, France, Italy and Germany. The developed countries of the West, including Italy and Germany, join the United States and Japan in the six new economies of the world . After the introduction of Goldman Sachs’ report, China, India, Russia and Brazil, are emerging as new market countries leaders, received worldwide attention, and the concept of “BRIC” has become popular all over the world.

Bilateral Education Cooperation between Taiwan and India

In recent years, bilateral higher education, technical and vocational education exchanges between Taiwan and India have gradually risen to the surface. In 2011, former Minister of Education, Dr. Wu Ching-ji led a team of 20 to visit India, which included 17 representatives from Taiwan tertiary institutions. This is the milestone in education dialogue, at the same time opening up bilateral relationship between Taiwan and India. That year, also conducted the first seminar of Taiwan Higher Education Exposition in India. At the same time, Taiwan National Tsing Hua University established the Taiwan Education Centre in India, after OP Jindal Global University. And on November 11, 2011, the India Education Day, National Tsing Hua University established their second Taiwan Education Centre in Amity University. At the opening ceremony, Dr. Tsong-min Lin, who was then the political deputy minister of the Ministry of Education, expressed, “Education Centre is the basic construction of knowledge. It is our mission to promote the millennium year of Chinese culture, and to inject knowledge and economic in the 20th century. This is our pioneer effort to lit up cooperation with other Indian research institutions.” Dr. Lin also believed that such a beginning will become the development of knowledge and economic in Asia, gradually as a new force that the world could not prevent.

National Taiwan ChengChi University is the first academic campus to sign MOU with India University and conduct proposal for Indian academic scholars to visit Taiwan. Before the Taiwan government declared the New Southbound Policy in 2017, ChengChi University already realized that international exchange in higher education and academic dialogue between Taiwan and India is an important integration. Taiwan Tsing Hua University also coordinated with the Ministry of Education, and established eight Taiwan Education Centres at the Jamia Millia Islamia, Indian Institutes of Technology-Madras, Jawaharlal Nehru University, SRM University, Indian Institutes of Technology-Bombay and Manipal University.

Taiwan Tsing Hua University is responsible to assign lecturers to station at the various Education Centres which were established in India renowned universities. Their function is not only to provide information to the foreign students for studying in Taiwan, also to organize education exhibition, briefing the students on learning the Chinese Language, conducting Chinese Language courses and Chinese proficiency test. Their task is to give impression that Taiwan giving opportunity for Indian to learn the Chinese Language. At the same time, the Education Centre established at respective universities is to promote understanding and education exchange between Taiwan and India and to bring a closer and sustainable cooperation. I couldn’t stop contemplating - proportionally India having a large population of 1.3 billion people, and within seven years from 2011 to 2018, Taiwan has established eight Education Centre, could be regarded as one foot stepping forth into history; and I earnestly hope, it is worth to p ut forward our hind foot too! About the endless need of resources, either from our government or any Taiwan higher institutions, hopefully it could be continuously to putting forth. Looking into future topics, it is worth for those who are earnest to continue in this area, to work on togetherness

During this trip, we organized a 2-day visit to five India institutions, namely Indian Institute of Technology-Hyderabad, Indian School of Business, Birla Institute of Technology & Science, Pilani-Hyderabad, T-Hub International Institute of Information Technology-Hyderabad

Besides, since 2009 the Ministry of Science and Technology has been promoting bilateral cooperation between Taiwan and India, having a collection of 70 proposals. In addition, India bilateral teachers and student are connected to the academic community network, namely, in 2017, delegation from Academia Sinica Institute of Earth Sciences, Taiwan National University Department of Geosciences, National Formosa University International Affairs Division and NanHua University president Tsong-min, Lin’s visit to India, have received positive response from Indian institutions, and sending students to Taiwan for short internship.

Since 2017, many Taiwan universities have response to the Ministry of Education New Southbound Policy, bid for various projects and having grants from the Ministry or the university own budget, have been actively engaged into cooperation with India.

The Overseas Resources Centre established three key items - one is the establishment of Resource Center for Economic and Industry-Academy Cooperation, and Taiwan Connection basepoint. Among them, the Resources Centre focuses on deepening of local economic and trade related affairs, and organizing trade related activities to foster talents to link the needs of Taiwan businessmen. The Centre role is also to plan field study and research plan for our teachers and students, and collection of talent database. The Taiwan Linkage Project coordinates with the New Southbound Policy Higher Education or academic institutions to build up bilateral cooperation educational platform to deepen the substantive education partnership between the two countries, in order to expand Taiwan and our target countries to communicate in multiple exchanges. India is identified as the most potential country to explore within the New Southbound Policy, and is our target of our bilateral cooperation country.

During the period March and April, 2017, accordingly to the Ministry of Education ‘New Southbound Nurturing Talents Project’, our target objective and key approach is to re-examine future works plan and to focus on the achievement and goal of each key work plan, in order to meet the New Southbound Policy that the number of foreign students studying in Taiwan gradually increase by 20% and by 2019 academic year, the number of students increased to 58 thousands. The target number of Taiwanese students going to New Southbound countries for internship study is gradually to increase to 4,000. Our work is also to provide Taiwan colleges and university to connect with bilateral universities and recommend application for the various proposals. At the same time, to link contact with foreign students studying in Taiwan, assisting Indian students studying in Taiwan for internship, and upon graduation help to find employment, thus nurturing New Southbound Policy talents resources. The primary aim of the New Southboun d is to strengthen and develop resources in India, therefore to consider subsidy for the tertiary institutions in carrying out the proposal and to strengthen the overall strategic planning. As Technical college degree courses are popular among Indian students, it is wise that we widely develop in this area.
